NEXRAD level 3 product #19 decoder, Ver 2.1, 25 Feb 2001
Convert to [lon,lat,dbZ,z] Point Shapefile (TM ESRI)

Use the drive, path, and file list boxes (above) to locate the file to be decoded.
Use the 'Header' command button (below) to examine the file metadata.
Use the 'Convert' command button (below) to create a Shapefile with the name
targetfile.shp/.shx/.dbf, which is written to the same directory.

Radar reflectivity (dbZ from 1 to 15) is positioned at centroids about central [lon,lat]
specified in the targetfile header.  Version 2.1 assumes a spherical Earth with radius
6370 km, and beam height [meters] is calculated assuming no atmospheric refraction.
Points with dbZ = 0 are removed to conserve space.

Ver 2.1 adds command line arguments, assumes two (2) arguments as follows:
  arg1 = input  filespec (no parens),      e.g. c:\temp\inputfile.n19
  arg2 = output filespec (no extension),   e.g. c:\temp\filename
No action is taken if only one argument is provided.
